Cernin Martínez Yoldi (Pamplona, 1972) is a Licentiate in Economics at the University of Navarra, Master in Science in Local Economic Development by London School of Economics and holds a Ph.D. in Economics. He also is a Licentiate in Philosophy (2009).
In the professional sphere, he has worked in the Newbury Town Hall (UK), in the Bank of Vasconia, at the Worldbank in Washington (1998-99), and from 2001 to 2007 as Project Manager in Idom Engineers and Consultants, headquartered in Bilbao. He has also been lecturer and researcher at the University of Navarra (1996-2007). Between 2007 and 2011 he was the Director General of Economic Policy for the Government of Navarra, in charge of the economic relationships between the region and the national level. He implemented measures of economic policy, was responsible of the regional statistics institute and designed the long-term economic strategy of the region (The MODERNA Plan, model of economic development for Navarra). From 2011 he is the General Director of MODERNA Foundation, a public-private partnership responsible for the implementation of the economic strategy of the region.
He has been member of the Board of several organizations, public and private, such as the Public University of Navarra, the Navarra Agency for Innovation, the National Center for Renewable Energy, the European Center for Innovation and Business (CEIN), Autopistas de Navarra, or the company Natural Climate Systems.
He is author of a book (Tratado de Economía y Hacienda, Ediciones Eunate, 2007) and several articles and papers related mainly with Regional Economic Development and urban planning. He has also taken part in research projects at university level and given conferences in Spain and abroad related to his area of expertise.
